Carlos Zaballa

Dr. Carlos Zaballa , lawyer and university professor, has vast experience in international cooperation and humanitarian assistance as reflected through field operations as well as publications and conferences. He has served, among others, as Under Secretary of International Cooperation of the Argentine Ministry of Foreign Affairs, head of the Argentine Fund for Horizontal Cooperation (FO-AR) and as a member of the Board of the White Helmets Commission of Argentina. He was decorated by the Kings of Spain with the Order of Isabel La Católica and held the distinguished rank of Ambassador Extraordinary and Plenipotentiary of Argentina. Zaballa has also been awarded a scholarship by the Japan International Cooperation Agency (JICA) and undertook specialized studies in Tokyo and Kyoto. He is a professor at the undergraduate and graduate level of the Universities of Buenos Aires, La Matanza, Tres de Febrero and Del Salvador. From 2011-2014, he was selected by Secretary General Ban Ki-moon to be a member of the Consultative Group of the Central Emergency Fund (CERF) of the United Nations.

Currently, in addition to continuing as a university professor, Zaballa acts as a Specialized Consultant at the Ministry of Foreign Affairs and Worship of Argentina, and as a member of multiple Boards of Directors, Academicians and/or Advisors of prestigious Argentine NGOs.
